Rhode Island Payroll Instructions

Rhode Island has state income tax withholding. Payroll tax tables changed in 2023. RI tax tables have changed every year since 1988, including a complete revision in 2011.

RI is one of four states that have an employee deduction for disability insurance (TDI). Rates changed slightly in 2022.

Rhode Island State Withholding Instructions

To enter withholding information for an employee in your Goldenseal company file, follow these steps:

  1. Open the Payroll tab on the left, and choose Employees.
  2. Locate the employee's record.
  3. Click the Payroll Setup button.
  4. Enter the employee's marital status into the Marital Status field (see note below).
  5. Enter the number of federal dependents into the Federal Exemptions field.
  6. Enter the number of dependents into the State Exemptions field.
  7. Enter a Rhode Island Tax Package into the Tax Package field, based on the employee’s W4 form. Choose Old W4 for pre-2020 forms. Choose New W4 Step2- if they did not check the box in step 2 of the new form. Choose Step2+ if they did check it. HINT: If you don't see Rhode Island packages in the list, you'll need to import 2022 tax info first.
  8. Click OK.

Rhode Island State Unemployment Tax Instructions

In 2023, the Rhode Island Employment Security Insurance tax applies to the first $24,600 of wages for each employee (with a higher cutoff for employers at the highest rate). The starting rate for a new business is 1.09%. After the first year the rate can be between 0.6% and 10.0% depending on your company's fund balance.

There is also an additional job development tax on the same base rate (starting in 2005, Goldenseal payroll software lists this tax separately, for easier tax reporting).

To enter the Rhode Island SUTA tax rate for your business, follow these steps:

  1. Choose Payroll Setup from the Costs menu, and choose Tax Items.
  2. You'll see a list of Tax Items. Open the Rhode Island SUTA item. HINT: If you don't see RI SUTA in the list, you'll need to import the Rhode Island state payroll tax tables first.
  3. Get the SUTA tax rate for your business, and enter it into the percentage field for Calculation method.
  4. If the state SUTA cutoff amount has changed, enter it into the field to the right of First Adjustment.

Rhode Island Temporary Disability Insurance

Employees pay a TDI tax that provides insurance coverage for temporary disabilities. This is an employee withholding which employers must collect and then pay to the state of Rhode Island, along with SUTA and Job Development taxes.

For 2022, the TDI withholding rate is 1.1% on the first $81,500 of wages.
