Oregon Payroll Instructions

Oregon has state tax withholding based on "step" tables that are similar to the US Federal withholding tables. The tax tables changed slightly in 2023 (they have changed 19 times in the past 33 years).

NOTE-- In 2007 we changed the calculation base from weekly to annual. Goldenseal will automatically convert the figures to whatever payroll period you use.

Oregon State Withholding Instructions

To enter withholding information for an employee in your Goldenseal company file, follow these steps:

  1. Open the Payroll tab on the left, and choose Employees.
  2. Locate the employee's record.
  3. Click the Payroll Setup button.
  4. Enter the employee's marital status into the Marital Status field (see note below).
  5. Enter the number of federal dependents into the Federal Exemptions field.
  6. Enter the number of dependents into the State Exemptions field.
  7. Enter one of the Oregon tax packages into the Tax Package field, depending on the location of your business and the employee’s W4 form. Choose Old W4 for pre-2020 forms. Choose New W4 Step2- if they did not check the box in step 2 of the new form. Choose Step2+ if they did check it. HINT: If you don't see Oregon packages in the list, you'll need to import 2022 tax info first.
  8. Click OK.

Oregon State Unemployment Tax Instructions

In 2022, Oregon calculates State Unemployment Tax on the first $51,600 of wages for each employee. The base rate for new businesses is 2.4%. For established companies, the SUTA rate varies from .9% to 5.4%, depending on past history.

To enter your Oregon SUTA tax rate into the Goldenseal payroll software, follow these steps:

  1. Choose Payroll Setup from the Costs menu, and choose Tax Items.
  2. You'll see a list of Tax Items. Open the Oregon SUTA tax item. HINT: If you don't see Oregon SUTA in the list, you'll need to import the Oregon payroll info first.
  3. Enter your business SUTA tax rate into the percentage field to the right of Calculation method.
  4. If the cutoff amount has changed, enter it into the dollar field to the right of First Adjustment.

Oregon Transit District Taxes

Oregon has two transit district taxes, which are paid by the employer for work done within the transportation districts.

The TriMet district covers the metropolitan Portland area, while the Lane County district (LTD) is in the Eugene area.

Starting in 2008, Goldenseal includes a separate Tax Package for each of the transit district (plus one for areas outside of either district).

If you are subject to these taxes, use the appropriate Tax Package for your employees.

If the transit taxes only apply to some of the work done by your employees, create separate Wage Schedules that use each of the transit Tax Packages, and then use them in Labor Hours records covering work done in the districts.
