Rhode Island has state income tax withholding. Payroll tax table rates changed in 2005 (they have
changed every year since 1988). There is also an employee deduction for disability insurance (TDI).

Rhode Island State Withholding Instructions
To enter withholding information for an employee, follow these steps:
- Choose Employees from the Accounts menu.
- Locate the employee record.
- Enter the employee's marital status into the Marital Status field (see note below).
- Enter the number of federal
dependents into the Federal Exemptions field.
- Enter the number of dependents into
the State Exemptions field.
Rhode Island Unemployment Tax Instructions
In 2004 the Rhode Island Employment Security Insurance tax applies to the first $14,000 of wages
for each employee. The starting rate for a new business is 1.79%. After the first year the rate can be between
1.9% and 10.0% depending on your company's fund balance.
There is also an additional .21% job development
tax on the same base rate (starting in 2005 Goldenseal lists this tax separately for easier tax reporting).
To enter the Rhode Island SUTA tax rate for your business, follow these steps:
- Choose Payroll Setup from the Costs menu,
and choose Tax Items from the submenu.
- You'll see a list of Tax Items. Locate the Rhode Island SUTA tax in
the list, and double-click on it. HINT: If you don't see SUTA in the list, you'll need
to import the Rhode Island state payroll tax tables first.
- Get the SUTA tax rate for your business, and enter it into the percentage field for Calculation
method.
- If the state SUTA cutoff amount has changed, enter it into the field to the right
of First Adjustment.
Temporary Disability Insurance
Employees pay a TDI tax which covers disability insurance. This is an employee withholding which
employers must collect and then pay to the state of Rhode Island along with SUTA and Job Development taxes.
In
2004 the TDI tax rate is 1.5% on the first $46,800 of wages for each employee.
Marital Status
Enter any of the following values into Marital Status popup field in each Employee account:
- Single- single employee with one personal exemption
- Married- married employee with two personal exemptions
- Dual Income- married employee with one personal
exemption
- Head of House- employee claims Head of Family status
- Other- not used
