North Dakota has state income tax withholding- it is a simple percentage of the federal tax. We
calculate the state payroll withholding amounts with two 'step' tables that are based on the federal tax tables.
Withholding tax formulas changed in 2005 (they have changed in 6 of the past 15 years).

North Dakota State Withholding Instructions
To enter withholding information for an employee, follow these steps:
- Choose Employees from the Accounts menu.
- Locate the employee record.
- Enter the employee's marital status into the Marital Status field (see note below).
- Enter the number of federal
dependents into the Federal Exemptions field.
- Enter the number of North Dakota dependents into
the State Exemptions field.
North Dakota Unemployment Tax Instructions
In 2005, the North Dakota SUTA unemployment insurance tax is calculated on the first $18,500 of
wages for each employee. The starting tax rate for new companies is 10.09% for construction companies and 2.09%
for others. After the first year the rate is adjusted, based on hiring and layoff experience.
To enter your North Dakota state SUTA tax rate into the Goldenseal payroll software, follow these
steps:
- Choose Payroll Setup from the Costs menu,
and choose Tax Items from the submenu.
- You'll see a list of Tax Items. Locate the North Dakota SUTA tax in
the list, and double-click on it. HINT: If you don't see N Dakota SUTA in the list, you'll
need to import that info first..
- Enter the rate that you pay into the percentage field to the right of Calculation
method.
- Enter the current SUTA cutoff amount into the dollar field to the right of First Adjustment.
Marital Status
Use the following to determine the value of the Marital Status popup field in each Employee account
record:
- Single- single employee with one personal exemption
- Married- married employee with two personal exemptions
- Dual Income- married employee with one personal
exemption
- Head of House- employee claims Head of Family status
- Other- not used
