Labor Hours Reduction

PROBLEM

Labor Hours records with Hours Reduction in the Applies To field don't automatically enter a negative value, and complain if you try to change it to a negative.

Internal testing.

Workaround

Enter an negative number anyhow.

Solution

Version 3.14 changes the handling so it properly changes the hours to negative.
